What is Extended Producer Responsibility
(EPR)
Mandatory
Extended Producer Responsibility (EPR) is a regulatory approach that makes
producers, importers, and brand owners responsible for the environmentally sound
management of their products after they reach the end of their useful life.
How it works in India:
Registration: PIBOs must register on the centralized CPCB EPR portal.
Target Setting: Annual EPR targets are set based on plastic waste
introduced in the market.
Compliance: PIBOs must collect, recycle, or process the equivalent
amount of plastic waste.
Certification: Verified EPR credits are issued by registered Plastic
Waste Processors (PWPs).
Reporting: Annual returns must be filed on the CPCB portal with
documented proof.

Does EPR apply to my business? / Am I considered an obligated producer
Check eligibility
YES, EPR applies to the following entities (collectively called
PIBOs):
Producers (P): Manufacturers of plastic packaging or products with
plastic packaging.
Importers (I): Entities importing plastic packaging or products with
plastic packaging into India.
Brand Owners (BO): Companies that sell products under their own brand
name.
Category II: Flexible plastic packaging – single layer or multilayer
(e.g., carry bags, pouches, sachets)
Category III: Multilayered plastic packaging (at least one layer of
plastic + one layer of other material)
Category IV: Compostable plastics (sheets and carry bags made from
compostable materials)
📌 Important: EPR target is calculated on weight basis
for all categories. For MLP (Category III), the complete weight of the
packaging is considered.
What is The Circular Economy

A systemic economic framework aimed at eliminating waste and the continual use of resources.
Unlike the traditional "take-make-waste" linear model, a circular economy designs products
for durability, reuse, remanufacturing, and recycling, ensuring materials flow back into the
production cycle.
What is an EPR Target / Credit
Important
The specific, quantifiable weight of waste material that an obligated company is legally
mandated to collect and recycle annually, based on the total volume of products they
introduced to the market. Compliance is proven through verified Recycling
Certificates/Credits issued by authorized waste management facilities.
Who is CPCB
Gov Body
The Central Pollution Control Board (CPCB) is the government body that governs the EPR
portal, issues certificates, and conducts audits.
